In a significant milestone for Pakistan, the country has achieved Tier 1 status in the International Telecommunication Union’s (ITU) Global Cybersecurity Index (GCI) 2024 report. This prestigious ranking is the result of collaborative efforts by key governmental and law enforcement bodies, including the Pakistan Telecommunication Authority (PTA), the Special Investment Facilitation Council (SIFC), the Planning Commission Ministry, the Defense Ministry, law enforcement agencies, and the Federal Investigation Agency (FIA). Their united commitment to enhancing Pakistan’s cybersecurity infrastructure and promoting digital innovation has not only strengthened national security but also elevated the country’s position on the global cybersecurity stage.
Pakistan has achieved a remarkable position in the latest rankings, joining the ranks of leading nations such as the United States, Japan, Singapore, Australia, Saudi Arabia, and Malaysia. This inclusion in the top tiers of cybersecurity is a significant honour for the nation and its IT industry, reflecting the country’s substantial progress and commitment to enhancing its digital security framework. The Global Cybersecurity Index, a critical tool developed by the ITU, assesses and compares how effectively countries protect their digital systems. The index evaluates nations across several key areas: legal frameworks, technical solutions, organizational structures, capacity building, and international cooperation. Countries are categorized into different tiers based on their performance in these areas, with the “advanced level” representing the highest maturity in cybersecurity practices. This ranking system is designed to highlight nations that excel in establishing and maintaining robust cybersecurity measures.
The 2024 iteration of the Global Cybersecurity Index introduced a new five-tier system, providing a more detailed view of each country’s progress in cybersecurity. This updated framework has elevated 46 countries to Tier 1, the highest level, recognizing those that excel in all five key cybersecurity pillars. Pakistan’s advancement to Tier 1 in the GCI 2024 is a testament to its significant advancements and its role as a model in cybersecurity. This achievement is particularly notable given that just a few years ago, Pakistan was ranked 79th. The leap to Tier 1 reflects the country’s considerable progress in strengthening its cybersecurity measures and its growing influence in the global digital arena. The improvement in Pakistan’s global ranking is not merely a numerical achievement but a significant indicator of the country’s commitment to safeguarding its digital infrastructure.
These advancements demonstrate the effectiveness of the country’s comprehensive approach to cybersecurity and its dedication to fostering a secure digital environment that is evident through a series of significant initiatives. Key developments include the introduction of the Cyber Security Policy, CERT Rules, and the Critical Telecom Data and Infrastructure Security Regulations (CTDISR). In December 2023, Pakistan marked a significant milestone in its cybersecurity efforts with the launch of the Cyber Security Strategy 2023-2028 by the Pakistan Telecommunication Authority (PTA). This strategic five-year plan aims to fortify the security and resilience of the country’s telecom sector, aligning with the National Cyber Security Policy 2021. Focused on enhancing risk management, cyber defense, and incident response, the strategy also emphasizes the importance of research, development, and public-private partnerships. This initiative represents a major step forward in Pakistan’s commitment to advancing its digital security.
The Cybersecurity Strategy and regular audits across the telecom sector further bolster this effort. The establishment of the National Telecom Security Operation Centre (SOC) and the National Telecom CERT has enhanced the country’s security posture by improving information sharing, incident handling, and rapid response coordination. Combined with local telecom operators’ adherence to international cybersecurity standards, these measures have substantially fortified Pakistan’s defense against cyber threats.
As Pakistan moves forward, it will be essential to maintain and build upon these advancements to address emerging cyber threats and challenges. The country’s Tier 1 status serves as both a recognition of past successes and a motivation to continue advancing its cybersecurity efforts.
