“Remedy is necessary before a crime is committed,” said Chief Minister Maryam Nawaz Sharif while chairing a meeting of police officers from across the province. She added,”Victims of a crime forget roads, free medicine and other public service initiatives of the Government and start blaming.”
Madam Chief Minister said, “Strict attitude should be adopted for the criminals not for the people.” She added, “A criminal must know that if caught, he will not escape punishment.”
Chief Minister Maryam Nawaz Sharif said,”Good officers should be appointed as SHOs because the reputation of police is affected by their corruption and incompetence.” She highlighted, “No RPO, DPO and SHO was recommended during my 04 months in office. Police officers were appointed purely on merit, not on the request of any member of the assembly.”
Madam Chief Minister said, “MPAs are my powerhouse but have angered them for merit.” She added, “In a public meeting, I said if MNAs/MPAs stop recommending policemen, peace will be restored.” She highlighted, “Problems arise from political interference. I have taken a lot of pressure but have put a full stop.”
Chief Minister Maryam Nawaz Sharif set Key Performance Indicators (KPIs) to evaluate the performance of police officers. She said, “Marks will be given for public complaints, FIRs, indictments, no go areas, search operations and exceptional performance. Traffic, prevention of kite flying and firing, arrest of persons involved in serious crimes and open courts will also get marks.” She added, “Innovative and unique initiatives will get police officers extra marks.” She underscored, “If a task is not completed, marks of the police officer concerned will be deducted.” She highlighted, “Senior police officers are assigned the task to closely monitor SHOs and other officers.”
Madam Chief Minister said, “In Muharram, police officers are directed to visit houses of Shia scholars, and to meet the people after Friday prayers in mosques.” She directed the relevant authorities to increase patrolling to instill a sense of security in the public.”
Chief Minister Maryam Nawaz Sharif said, “Police officers of good standing should be posted at inter-provincial check posts.” She declared police officers her frontline force. She noted, “Hazrat Umar (RA) used to go by himself with a sack on his shoulder, why can’t a Chief Minister go among the people.”
Madam Chief Minister said, “We all are accountable to Allah Almighty for the rights of people.” She underscored, “By devising a monitoring system for the administration, performance is improving.” She explained, “The purpose of monitoring is not to punish anyone but to bring the crime rate down to zero.”
Chief Minister Maryam Nawaz Sharif said,”A system for monitoring the performance of SHOs should also be devised.” She added, “Don’t believe in normal operations, everyone has to work together as a team.” She acknowledged, “The role of police in the province is the most important and necessary.”
Madam Chief Minister said, “If sense of responsibility is awakened, performance will automatically improve.” She added, “I am disturbed to see oppression of children, women and weaker segments of society.” She highlighted, “Children, women and vulnerable segments are my red line, no cruelty and abuse will be tolerated.”
Chief Minister Maryam Nawaz Sharif directed the officers concerned to register strict FIRs in cases of violence against children, and to conduct a proper investigation later on. She said, “We are meeting needs of police and providing them technology, but performance cannot be compromised” she added, “Police is close to my heart, that’s why my wearing uniform gave a message of solidarity with the Police.” She hoped, “With good work and behavior, police force will earn a good name.”
Madam Chief Minister said, “There are successful examples of bringing down crime rate in the world by keeping in mind the ground realities.” She noted, “There is corruption everywhere, but there are more black sheep in police, it is painful to associate the word corruption with police.” She added, “Everyone knows who takes money, don’t give warning to those who cause defamation, rather fire them.”
Chief Minister Maryam Nawaz Sharif highlighted, “Some people do not stop making money wherever they go.” She said, “Open bribe takers defame police and the government.” She added,”Verbal talk will not suffice, rather grading of SHOs should be done.”
Madam Chief Minister said,”No gangs, crime pockets and no-go areas are tolerated in Punjab .” She noted,”In every city there are some areas and roads where people cannot go at night.” She added,”Drugs were being bought and sold under the nose of police. Drug dealers are allowed to operate on rent.”
Chief Minister Maryam Nawaz Sharif said, “Safe City cameras help in tracking crime, 18 cities will become Safe Cities by December.” She added, “Police response is better than the old system but there is room for further improvement.” She noted, “FIR against the accused arrested in anti-narcotics campaign was weak.” She highlighted, “A weak FIR is like a fixed match with the accused.”
Madam Chief Minister said, “Dealing effectively with the incidents like that of Sargodha will be considered success of a police officer.” She added, “There is no need to fear but perform, other provinces are looking towards Punjab.” She noted, “DPO, DC cannot be held responsible for the defects of 70-year-old system, the system must be changed.”
Chief Minister Maryam Nawaz Sharif said, “Going to the ground reveals the facts, and the mood of people also improves.” She added, “There is zero tolerance for riotous speeches on loud speaker.”
Senior Provincial Minister Marriyum Aurangzeb, Information & Culture Minister Azma Zahid Bukhari and SACM Zeeshan Malik attended the meeting. Chief Secretary, Home Secretary, IG, Additional IG, RPO and DPOs were also present.
