NATIONAL ASSEMBLY STANDING COMMITTEE ON RULES OF PROCEDURE AND PRIVILEGES MEETS TODAY, Islamabad, the 1st June, 2023: A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA.

The Committee confirmed the minutes of previous meetings of the Committee held on 12th & 15th May, 2023;
On the Question of Privilege raised by Dr.Nafisa Shah, MNA regarding non-maintenance of Kitchen of Parliament Lodges by Mr. Faisal Raza, Director, Parliament Lodges and Mr. Faiq Ali, Deputy Director, Parliament Lodges, CDA, Islamabad; the Committee pended the Question of Privilege with the direction that the issues of the Hon. Mover and Ms. Asiya Azeem, MNAs relating to Parliament Lodges, should be resolved with in one week with a report to the Committee.
On the Starred Question No.3 raised by Ms. Shagufta Jumani, MNA relating to partially constructed infrastructure by CDA and the matter raised by Sheikh Rohail Asghar, MNA regarding bad condition of Parliament Lodges and MNAs Hostel, Islamabad, and the following issues, problems pertaining to the bad condition of Parliament Lodges and MNAs Hostel raised by Mr. Murtaza Javed Abbasi, MNA/Federal Minister for Parliamentary Affairs, Rana Tanveer Hussain, MNA/Federal Minister for Education and Professional Training, Raja Muhammad Riaz, MNA/Leader of the Opposition, Mr. Ghous Bux Khan Mahar, Mr. Muhammad Abu Bakar and Ms. Shagufta Jumani, MNAs:
Internal bad condition of Parliament Lodges building, rooms due to non-maintenance and poor performance by the CDA management;
Non-completion of new additional block project in time, which was to be completed during the year 2012-13 by the CDA through Contractor.
Dripping of water from ceiling roofs of rooms/washrooms.
Issue of insufficient parking area and non-availability of servants rooms.
Issue of Rates in the premises of Parliament Lodges building.
Bad condition of Bath Rooms.
Non-availability of place for the guests of MNAs, previously corridor was got vacated for this purpose but not yet completed.
Maintenance of Banquet Hall in Parliament Lodges Building.
Poor Quality of furniture, poor services quality of food and non-maintenance of Lodges Canteen.
Out sourcing the services for maintenance of Lodges with collaboration of Islamabad Club.
Making of functional Water Filtration Plants in Lodges.
Balance in maintaining ratio of Chlorine in the pipelines for utilization in bath rooms.
Since 2002, how many times mandatory audit of Parliament Lodges was conducted up till now.
Poor performance of Directors and Deputy Director posted in past/present by the CDA.
Provision of equipped Medical Officer in Lodges Dispensary for dealing with emergency cases.
Implementation of previous decisions taken by the House and Library Committee of the National Assembly.
The Committee directed that all the issues should be resolved on priority. The Committee directed the M/o Health to change the old ambulance in Parliament Lodges with the new one (fully equipped). The Committee pended the issue till its next meeting.
On the Question of Privilege raised by Dr. Mahreen Razzaq Bhutto, MNA regarding non-correction of residential charges of suit F-311, Parliament Lodges, Islamabad by the CDA and non-serious attitude of Care Taker, Lodges, CDA and Director, Lodges, CDA on the telephone with the Hon. Member, the Committee pended the issue till its next meting with the direction that the issues of the Hon. Mover should be resolved within one week.
On the Question of Privilege raised by Mr. Zahid Akram Durrani, Hon. Deputy Speaker regarding allegedly disrespectful bahaviour of Dr. Muhammad Ejaz, Ambassador of Pakistan in Qattar and Mr. Masood Gul, Deputy Head of Mission/Counselor with the Hon. Deputy Speaker, the Committee pended the Question of Privilege till its next meeting. The Committee also directed to resolve the issues of Pakistanis Communities abroad, give them personal hearings. Improve the behavior, conduct and attitude. Deal with them in good manners. Take action against Mr. Bilal Masood as per Rules and Regulations. Focal Person should also be appointed in M/o Foreign Affairs at the level of Addl. Secretary to resolve the issues of the Hon. Parliamentarians.
On the Question of Privilege raised by Mr. Zahid Akram Durrani, Hon. Deputy Speaker regarding not attending the telephone calls of the Hon. Member by Mr. Zubair Niazi, Deputy Commissioner, Bannu, Khyber Pakhtunkhwa, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Mr Zahid Akram Durrani, Hon. Deputy Speaker regarding allegedly misbahavior of Mr. Muhammad Ayaz, Secretary, Irrigation Department, Government of Khyber Pakhtunkhwa, Peshawar with the Hon. Deputy Speaker, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Ms. Romina Khursheed Alam, MNA regarding alleged baseless propaganda on social, print and electronic media that a 25 person delegation attended the 65th Commonwealth Parliamentary Association (CPA) conference in Canada, the Committee pended the Question of Privilege with the direction that to convene a joint consultative meeting under the convenership of the Hon. Mover comprising all the representatives of M/o Information and Broadcasting, M/o Information Technology, M/o Law and Justice, PTA and PEMRA.
On the Question of Privilege raised by Syed Agha Rafiullah, MNA regarding supply of incorrect reply to his Question No. 6 included in the list of un-starred Questions for 20th May, 2022 regarding departmental promotions of Associated Press of Pakistan (APP), the Committee directed the Secretary, M/o Information and Broadcasting to finalize/approve the file submitted by APP as per Rules and Regulations within one week with a report to the Committee. On the Question of Privilege raised by Mr. Salahuddin, MNA regarding non-receipt of replies of the Questions No. 101 (deferred during 50th Session), 10 and 12 by Secretary, Ministry of Planning, Development and Special Initiatives on 5th April, 2023 on their Rota day without any cogent reason and non-availability of at least Grade-20 Officer of the concerned Ministry in the House during Question Hour despite repeated directions from the Chair, the Committee disposed of the Question of Privilege.
On the Matter on a point of order moved by Sheikh Rohale Asghar, MNA regarding statement about Quaid-e-Azam by Mr. Oriya Maqbool Jan; the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Mr. Muhammad Jamal ud Din, MNA regarding corrupt practices of Mr. Nisar Khan, SDO, Pak, P.W.D Dera Ismail Khan, the Committee disposed of the Question of Privilege.
On the Question of Privilege raised by Mr. Ali Nawaz Shah, MNA regarding alleged registration of false cases against the workers/supporters of Hon. MNA to malign, defame the him and damage his reputation in his constituency by Mr. Shafique Shah, Chief Municipal Officer (CMO), Mir Pur Khas City, Chaudhary Asad, Superintendent of Police, Mr. Manzoor Lakhi, Deputy Superintendent of Police, City Mir Pur Khas, Mr. Khuda Bux Thebo, Deputy Superintendent of Police, Shujaabad, Mr. Rasool Bux Thaheem, Station House Officer, Taluka Mirwah, Mr. Shahjehan Lashari, Station House Officer, Satellite Town, Mr. Khuda Bux Rajani, Station House Officer and Mr. Munawar Arain, Assistant Sub-Inspector/MTO, Satellite Town, District Mir Pur Khas; the Committee pended the Question of Privilege till its next meeting. The Committee also directed that Deputy Commissioner and Commissioner, Mirpur Khas, Sindh, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Syed Hussain Tariq, MNA regarding not-responding to the telephone calls of the Hon. Member by Mr. Peer Muhammad Shah, DIG, Hyderabad, Sindh, the Committee directed DIGY Hyderabad to resolve the issues of the Hon. Member. The Committee pended the Question of Privilege till its next meeting.
The Question of Privilege raised by Mr. Ghous Bux Khan Mahar, MNA regarding involvement of Police Officers and Personnel of District Police Shikarpur in major crimes and not-responding to the telephone calls of the Hon. Member, the Committee disposed of the Question of Privilege.
On the Question of Privilege raised by Mr. Qadir Khan Mandokhail, MNA regarding misbehavior of Dr. Zahid, Additional Secretary, Universities, Sindh with the Hon. Member over telephone, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Mr. Qadir Khan Mandokhail, MNA regarding not-responding to the telephone calls of the Hon. Member by Mr. Ibrahim, Deputy Director, Land, KMC, Karachi, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Mr. Qadir Khan Mandokhail, MNA regarding not responding to the telephone calls of the Hon. Member by Mr. Javed Qamar, Director, Accounts, DMC, Keamari, Karachi, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Mr. Qadir Khan Mandokhail, MNA regarding alleged use of filthy language and threats to the Chairman and Hon. Members of the Special Committee by Mr. Khalid Saleem Chaudhary, M.D/Chairman National Fertilizers, the Committee pended till next meeting.
On any other item, the Committee directed that when any Hon. Mover would not attend three meetings of the Committee continuously, then his/her Question of Privilege would be considered as disposed of by the Committee. Further, the Committee also directed that those from the responding Ministries/Divisions/Departments who will not attend three meetings of the Committee continuously, then strict action would be taken against them as per Rules and Regulations. The Committee also decided to make a request to the Hon. Speaker for allowing the Committee meetings of this Committee in the respective Provinces for minimizing the expenditure of the Government.

The meeting was also attended by Syed Agha Rafiullah, Mr. Ghous Bux Khan Mahar, Ms. Romina Khursheed Alam, Syed Hussain Tariq and Mr. Qadir Khan Mandokhail, MNAs/Movers.
