Federal Control Over Provincial Police Posts Deemed Unconstitutional

PESHAWAR- Noman Wazir, the President of the Association of Administrative Federalism Pakistan, has expressed concern over the current state of policing in the province. He points out that, following the 18th Amendment, policing has become a provincial responsibility with a designated structure for its execution. However, provincial posts are reserved for federal employees throughout Pakistan. Noman Wazir highlights the challenging situation within the Khyber Pakhtunkhwa police force, where there are no provincial posts beyond the 18th grade. This means that officers interested in these positions must be inducted into the Police Service of Pakistan PSP group. Consequently, this hampers their prospects for promotion, thus affecting the morale of the 90 percent of the police. He emphasized that, as per the constitutional schemes, all provincial posts in the police force, ranging from constables to the IG police, shall be manned by provincial employees. However, the federal government has retained unconstitutional control over these positions. Noman Wazir firmly asserts that the current Police Act is unconstitutional and urgently requires reform.
