PESHAWAR- In a detailed report on Faiz Ullah’s journey to becoming the Chairman of the Board of Directors at PESCO, startling revelations unfold regarding his tenure as an Executive Engineer (XEN) at Tribal Electric Supply Company (TESCO) from 2010 to 2013.A Pesco officer’s said on condition of anonymity during this period, both Faiz Ullah and Khalid Khan found themselves under scrutiny for corruption, facing inquiries from NAB Khyber Pakhtunkhwa and a departmental inquiry. The outcome of these investigations led to both accused individuals being found guilty. As a consequence, Faiz Ullah was transferred to Islamabad Electric Supply Company (IESCO) from TESCO. In a twist of events at IESCO, Faiz Ullah allegedly obtained a fake No Pending Inquiry Certificate from TESCO through a confidential officer named Latif Khan.This certificate played a pivotal role in securing his promotion to Superintending Engineer (SE) through the Board of Directors Promotion Committee. Subsequently, he was transferred to PESCO, where he eventually retired from service. The plot thickens as the report suggests that if Faiz Ullah opts for plea bargaining with NAB, he would be considered guilty of the crime. However, a significant development emerged from the Supreme Court, which declared that there is no distinction between Voluntary Return (VR) and plea bargain. Admitting to corruption and returning ill-gotten gains to the treasury is deemed an admission of a serious crime. Despite the gravity of the situation, the report notes that dismissal orders for these officers, despite proof and confession of the crime, have not been issued by the provincial and federal governments.The Supreme Court’s directive to take action against officers involved in voluntary return or plea bargaining, dismissing them from service, adds another layer of urgency to the unfolding scandal.
