QUETTA: The Balochistan High Court (BHC) has described ensuring safety of the constitutional heads, important personalities and elites as responsibility of the State.
This was ruled by the acting Chief Justice of BHC, Mr Justice Muhammad Hashim Khan Kakar while hearing the constitutional petition about the security protocol here on Wednesday.
The division bench of High Court comprising acting CJ Mr Justice Hashim Kakar and Mr Justice Shaukat Ali Rakhshsni heard the petition.
The bench termed closure of schools and shops without proper justification, disruption of traffic without alternative passage an inappropriate.
The Court refrained the government from blocking the roads for more than two minutes under the sections of “Blue book”.
Similarly, the bench also refrained the government from suspending business and educational activities on the routes of VIPs during the VIP movement.
It directed to scrutinize the ban imposed during the VIP movement and protocol measures so as to ascertain whether it is fair or according to the law.
Mr Justice Hashim Kakar observed that the law is not in favour of imposing restrictions more than discretion or need.
