“Balochistan High Court Directs Finance, Health Secretaries to Implement Orders on Health Care Commission”

A divisional bench of the Balochistan High Court, comprising Justice Abdullah Baloch and Justice Iqbal Ahmed, heard a constitutional petition regarding the financial affairs and matters of the Balochistan Health Care Commission (BHCC). The court observed that during the last hearing on September 9, 2024, the Additional Secretary, Finance Department, appeared along with the Advocate General and informed the honorable bench that Rs. 50 million had been released to the Chief Executive Officer of BHCC and would be transferred to their account within two to three days.
However, the CEO of BHCC informed the court that no amount has been transferred to their account to date. The Assistant Advocate General, Finance Department, and Law Officers of the Health Department failed to satisfy the court regarding the release and transfer of Rs. 50 million.
Previously, the Chief Secretary Balochistan held a meeting with the Chairman and members of BHCC, Secretary Finance, and Secretary Health, where it was decided that BHCC would submit its future demands/requirements through the Health Department to the Finance Department. Accordingly, BHCC submitted its demands, but no action has been taken yet, which was acknowledged by the Law Officers of the Finance and Health Departments.
The honorable judges expressed displeasure, stating that the behavior of the Finance and Health Departments suggests they do not want BHCC to function as a fully autonomous organization. The court directed the Secretaries of Finance and Health to comply with its orders and appear personally on the next hearing date, September 30, 2024, with a detailed report.
